Rooftop Solar Thrust Needed for Green Goal




Introduction

India has made significant progress in renewable energy, but rooftop solar adoption remains slow. While utility-scale solar projects have expanded rapidly, residential and commercial rooftop systems are yet to realize their full potential for decentralized clean energy.


Present Status of Rooftop

India's total installed solar capacity has reached 157.04 GW, comprising:

         i.            118.79 GW from utility-scale solar parks,

       ii.            27.88 GW from grid-connected rooftop solar, and

     iii.            10.37 GW from off-grid wind-solar hybrid systems.


State-Wise Performance Varies Significantly

Gujarat (6,882 MW), Maharashtra (5,442 MW), and Kerala (1,850 MW) are among the leading states, while Odisha (156 MW), Jharkhand (95 MW), West Bengal (67 MW), and Assam (344 MW) continue to record relatively low rooftop solar capacity.


Challenges

1.        Low public awareness regarding installation procedures, costs, and long-term financial benefits.

2.      Limited understanding of net metering, which enables consumers to export surplus electricity to the grid and receive credits.

3.      Inadequate vendor networks, particularly in eastern India, affecting accessibility and installation.

4.      Financially stressed power distribution companies (DISCOMs), which often delay or discourage rooftop solar adoption.

5.      These challenges have contributed to significant regional disparities in rooftop solar deployment


Building A Robust Rooftop Solar Ecosystem

1.        Strengthen the implementation of the PM Surya Ghar Muft Bijli Yojana to encourage greater residential rooftop solar adoption through financial incentives.

2.      Enhance public awareness about installation procedures, costs, long-term savings, and environmental benefits.

3.      Improve vendor availability and technical support, particularly in underserved regions.

4.      Simplify approval and installation processes to ensure timely implementation.

5.      Encourage proactive participation by DISCOMs, including efficient net metering and faster processing of applications.


Importance For India’s Green Goals

1.        Achieving Renewable Energy Targets: Rooftop solar is indispensable for realizing India's ambitious solar capacity targets of 280 GW by 2030 and 800 GW by 2035.

2.      Advancing Climate Commitments: It supports India's goal of achieving a 47% reduction in greenhouse gas emissions by 2035.

3.      Enhancing Clean Energy Mix: Rooftop solar contributes to increasing the share of non-fossil fuel installed capacity to 60%.

4.      Expanding Solar's Energy Share: Greater rooftop solar adoption will help raise solar energy's contribution to around 29% of the total energy mix by 2035.

Bridging regional disparities through greater awareness, effective implementation, and institutional support is key to unlocking rooftop Solar’s potential and achieving India's clean energy and sustainable growth goals.

Rooftop Solar (RTS) is central to India's clean energy transition, with a target of 280 GW solar capacity by 2030. However, despite schemes like PM Surya Ghar: Muft Bijli Yojana, financially stressed DISCOMs have become a major bottleneck in scaling rooftop solar adoption


The Revenue Threat of Decentralized Energy for Discoms

1.        Delayed approvals: Cash-strapped DISCOMs are slow in processing net-metering and grid connection requests.

2.      Revenue loss concerns: Rooftop solar reduces electricity sales from high-paying consumers, weakening DISCOM finances.

3.      Reluctance to promote RTS: Many utilities view rooftop solar as a threat rather than an asset, resulting in weak implementation.

4.      Regional disparity: States with stronger DISCOMs (e.g., Gujarat – 6,882 MW, Maharashtra – 5,442 MW) far outperform eastern states such as Odisha (156 MW) and Jharkhand (95 MW).

Other Constraints Beyond Discoms

         i.            Low consumer awareness of subsidies and net-metering.

       ii.            Thin vendor and financing ecosystem in several states.

     iii.            Delays in bank loans and limited availability of domestic solar modules.


Government Initiatives

1.        PM Surya Ghar: Muft Bijli Yojana (₹75,021 crore; subsidy up to ₹78,000; target: 1 crore households).

2.      Revamped Distribution Sector Scheme (RDSS) for DISCOM reforms, smart metering and infrastructure strengthening.

3.      National Portal for Rooftop Solar, PM-KUSUM, and Utility-Linked Aggregation (ULA) model to accelerate adoption.


Conclusion

Financially viable DISCOMs are indispensable for India's rooftop solar expansion. Strengthening DISCOM finances, reforming tariffs, streamlining net-metering, and improving consumer awareness will ensure rooftop solar becomes a key driver of India's energy transition and climate goals.
