NEWS : Government extends ceasefire pact with NSCN-K Niki group for another year

WHAT’S IN THE NEWS ?

The NSCN (K) Niki group is led by Niki Sumi, who has a reward of Rs 10 lakh declared by the National Investigation Agency (NIA). He was accused of killing 18 Indian Army soldiers in Manipur in 2015.

 

Extension of Ceasefire Agreement with NSCN (K) Niki Group

  • On 5 September 2024, the Indian government extended the ceasefire agreement with the NSCN (K) Niki group for another year.
  • The new extension is valid from 8 September 2024 to 7 September 2025.
  • This faction is led by Niki Sumi, who is wanted by the National Investigation Agency (NIA) with a Rs 10 lakh reward for his alleged involvement in a 2015 attack that killed 18 Indian Army soldiers in Manipur.
  • The original ceasefire agreement was signed on 6 September 2021.

 

Framework Agreement with NSCN-IM

  • The government signed a framework agreement with NSCN-IM on 3 August 2015, in the presence of Prime Minister Narendra Modi, to establish a permanent solution to the Naga insurgency.
  • The agreement followed over 80 rounds of negotiations spanning 18 years.
  • The first significant breakthrough in negotiations occurred in 1997 with a ceasefire agreement, ending decades of insurgency that began soon after India's independence in 1947.

 

Stalemate in Talks with NSCN-IM

  • Despite the framework agreement, talks with NSCN-IM have stalled.
  • The group has been demanding a separate Naga flag and constitution, a demand the central government has rejected.

 

Ceasefire Agreements with Other NSCN Factions

  • In addition to NSCN-IM, the government is also holding peace negotiations with several splinter factions of the NSCN.
  • Ceasefire agreements have been signed with factions such as NSCN-NK, NSCN-R, NSCN K-Khango, and NSCN (K) Niki.
