News: Cabinet Committee clears new ITBP battalions 

 

What's in the news?

       Endeavouring to bolster the social and security framework along the China border, the Union Cabinet approved raising seven new battalions of the Indo-Tibetan Border Police (ITBP) with an outlay of Rs 4,800 crore under the Vibrant Villages Programme to stop migration and boost tourism in villages along the border.

 

Vibrant Village Programme:

       The Vibrant Village programme was announced in the Union Budget 2022-23.

       The concept of the Vibrant Villages programme (VVP) is to improve the living conditions for the people living close to the Line of Actual Control (LAC) i.e. the borderline between China and India in the western sector of the borderland between India’s Ladakh and China.

       It will cover villages along India's border with China, with sparse populations especially in states like Himachal Pradesh, Uttarakhand, and Arunachal Pradesh that are usually left out.

 

Nodal Ministry: Ministry of Rural Development.

 

Period: Financial years 2022-23 to 2025-26.

 

Features:

       It also endeavours to provide for development of villages on the northern border with an endeavour to improve the quality of life of the people residing there.

 

Significance:

       The initiative intends to develop a strategy for improving the infrastructure of the communities at LAC and establishing road connections.

       Upgradation of housing facilities and prevention of migration.

       As part of the programme, residential and tourism centres will be created.

       Creation of decentralized renewable energy sources.

       Provisions of direct access to Doordarshan and educational channels.

       Creation of social and economic infrastructure, thereby supporting livelihoods of people in border areas.
