SMART CLASSROOM – SOCIAL ISSUES

NEWS: Introduction of smart classrooms under the Smart Cities Mission (SCM) has led to a 22% increase in overall enrolment.

WHAT’S IN THE NEWS?

Increase in Enrolment and Growth of Smart Classrooms

  • The introduction of smart classrooms under the Smart Cities Mission (SCM) has contributed to a 22% rise in overall enrolment in schools between 2015-16 and 2023-24, according to a study conducted by the Indian Institute of Management (IIM), Bangalore.
  • A total of 9,433 smart classrooms have been developed across 71 cities, benefiting 2,398 government schools.
  • Karnataka has emerged as the leader with 80 smart classroom projects, followed by Rajasthan (53 projects), Tamil Nadu (23), and Delhi (12).
  • West Bengal, with only two projects, ranks among the lowest-performing states in this initiative.

Positive Impact on Students and Teachers

  • Teachers widely agree that the smart classroom initiative has significantly improved student learning experiences and boosted attendance rates.
  • Specialized training programs for teachers have increased their comfort and ability to use smart classroom technologies effectively.
    • Senior secondary teachers showed the highest comfort levels in adopting these facilities compared to other teaching groups.

Role of Digital Libraries in Enhancing Education

  • Alongside smart classrooms, 41 cities have developed digital libraries, collectively offering 7,809 seats for students.
  • These libraries have had a remarkable impact, particularly in cities such as Raipur (Chhattisgarh) and Tumakuru (Karnataka), by providing critical educational resources.
  • They play a key role in helping students prepare for competitive examinations, further enhancing the education ecosystem in these cities.

Overview of the Smart Cities Mission (SCM)

Mission Objective and Vision

  • Launched in June 2015 by the Ministry of Housing and Urban Affairs, the Smart Cities Mission aims to:
    • Develop urban areas with core infrastructure.
    • Provide a decent quality of life to citizens.
    • Promote a clean, sustainable environment through the application of ‘smart’ solutions.

Progress and Achievements of SCM

  • As of November 2024, 91% of the projects under the SCM have been completed, reflecting significant progress in urban transformation.
  • Key initiatives include improvements in education, digital infrastructure, and urban planning, ensuring better quality of life for residents.

SAAR Platform for Research and Collaboration

  • In 2022, the mission launched the ‘SAAR’ (Smart Cities and Academia towards Action and Research) platform to:
    • Facilitate collaboration between academic institutions and the government.
    • Promote research and documentation of innovative urban projects.
  • Under the SAAR initiative, 50 impact assessment research studies have been initiated, collectively referred to as the "Sameeksha Series".

Institutions Involved in SAAR Research

  • The 50 studies are being conducted by 29 premier institutions, including:
    • 6 Indian Institutes of Management (IIMs): Focus on policy and implementation strategies.
    • 8 Indian Institutes of Technology (IITs): Researching technological advancements and infrastructure development.
    • 3 Schools of Planning and Architecture (SPAs): Specializing in urban planning and design.
    • 12 Specialized Research Institutes: Addressing specific issues such as sustainability, governance, and inclusivity.

Focus Areas of SAAR Research

  • The studies aim to evaluate the impact of urban projects, identify best practices, and recommend strategies for scaling these initiatives across more cities in India.

Key Benefits and Challenges of the Smart Cities Mission

Educational Advancements

  • The integration of smart classrooms and digital libraries has modernized the education system, resulting in higher enrolment, improved learning outcomes, and better teacher preparedness.
  • However, some states like West Bengal and others at the bottom of the implementation table need greater focus to ensure equitable benefits.

Urban Development Progress

  • With 91% project completion, the Smart Cities Mission has made significant strides in transforming urban infrastructure.
  • Key projects such as smart mobility, waste management, and energy efficiency have enhanced the quality of life in participating cities.

Challenges in Scaling and Sustainability

  • Despite progress, challenges persist, including:
    • Uneven implementation across states, with significant disparities in project distribution.
    • The need for greater public participation to ensure the long-term sustainability of smart city initiatives.
    • Addressing gaps in digital access and literacy, especially in smaller cities and underserved areas.

Future Prospects and Takeaways for 2025

Strengthening the Education Ecosystem

  • Expansion of smart classrooms and digital libraries across more cities is critical for further enhancing educational outcomes.
  • Increased focus on training programs for teachers to ensure effective utilization of digital tools is essential.

Enhancing Research and Policy Collaboration

  • The SAAR initiative offers a promising platform for integrating research into policymaking.
  • Findings from the Sameeksha Series studies should guide the scaling and refinement of smart city projects nationwide.

Accelerating Project Completion and Addressing Gaps

  • The government must prioritize the completion of the remaining 9% of SCM projects to fully realize the mission’s potential.
  • Addressing regional disparities and ensuring equitable implementation will be key to achieving sustainable urban development.

Driving Holistic Urban Growth

  • The Smart Cities Mission, with its focus on education, infrastructure, and sustainability, is a cornerstone of India’s urban transformation.
  • A collaborative approach involving the government, academia, private sector, and citizens will ensure that these initiatives create a long-lasting impact on urban living standards.
