structure.Justice Khanna said that "as far as secularism is concerned when
the Constitution was adopted and discussion was going on, we only had the
French model. The way we have evolved is something different. The rights we

2. India and China have reached

· A situation where marine areas are labelled as protected but do not truly safeguard marine life.
· Report states that 8.3% of ocean is designated as Marine Protected Areas (MPAs), however, only 2.8 % of oceans are effectively protected.
