Inauguration ceremony of the 25th National Conference of Chairpersons of State
Public Service Commissions at Bengaluru
WHAT’S IN THE NEWS?
Recently, the Vice President
addressed the 25th National Conference of Chairpersons of State Public Service
Commissions (SPSC)
Appointment and Tenure
- Appointment of Members:
- SPSC members are appointed by the Governor.
- JSPSC members are appointed by the President.
- Term of Office:
- Members serve for six years or until the age of 62, whichever is
earlier.
- Resignation:
- SPSC members submit resignations to the Governor.
- JSPSC members submit resignations to the President.
- Reappointment
Restrictions:
- Members of SPSC or JSPSC are not eligible for reappointment to
the same office.
- Constitutional
Body:

Article315-323 (Part-XIV) contains provisions on Public Service
Commissions for the Union and the States.
Removal and Suspension
- Removal: Removal is done by the President based on conditions similar to
those of the UPSC.
- Suspension: The Governor (SPSC) or President (JSPSC) can suspend members
under reference to the Supreme Court.
Service Regulations
- Conditions of Service: Cannot be amended to the disadvantage of
a member after appointment.
- Extension of Functions: Conditions are similar to the UPSC.
Financial Provisions
- Expenses: Charged to the Consolidated Fund of the State (SPSC) or involved
states (JSPSC).
Reports and
Accountability
- Submission of Reports:
- Annual reports are presented to the Governor (SPSC) or Governors
of respective states (JSPSC).
- Reasons for non-acceptance of advice are laid before the
legislature.
Functions of PSCs
- Examinations: Conduct exams for recruitment to services at the state or union
level.
- Advisory Role: Recruitment methods, appointments,
promotions, transfers, and disciplinary matters.
- Assistance: UPSC assists states upon request for joint recruitment schemes.
Joint State Public
Service Commission (JSPSC)
- Constitution: Requires resolutions by the legislatures of concerned states and
law by Parliament.
- Powers of President: Determine members' conditions of service
and related provisions.
- Reports: Annual reports presented to the Governors of involved states.
