Current relevance

The RBI's record surplus transfer of ₹2.87 lakh crore to the Union Government for FY26, made in accordance with its Economic Capital Framework, reflects the exceptional magnitude of its financial contribution.

Central Banks and Their key functions -

1.         Central banks play a crucial role in -

1.         Managing inflation and preserving price stability.

2.       Safeguarding confidence in the national currency.

3.       Promoting the stability and resilience of the financial system.

2.       Central Bank Surpluses - An Important Source of Fiscal Revenue

RBI surplus transfers enhance the government's fiscal capacity by providing non-tax revenue, reducing the need for higher taxation, additional borrowing, or dependence on stronger economic growth to finance public expenditure.

3.       Fiscalisation of the RBI -

1.         The RBI’s role is gradually extending beyond monetary management, making it increasingly relevant as a fiscal institution.

2.       Decisions concerning foreign exchange reserves, gold holdings, and asset allocation now have significant implications for both monetary stability and the government's fiscal health.

4.       Growing Fiscal Centralisation -

several policies collectively strengthen the Centre’s fiscal position -

1.         Higher transfers of surplus from the RBI,

2.       Increased reliance on cesses and surcharges

3.       Constraints on State government borrowing

The RBI’s record surplus transfer is therefore not fundamentally about the dividend in itself, but about how modern states finance themselves. The central bank has evolved from being primarily a guardian of monetary stability into an increasingly important source of fiscal capacity.
