Current relevance:
The Union Cabinet
has approved the BHAVYA Rasayan Scheme (Bharat Audyogik Vikas Yojana
Rasayan) to establish three dedicated Chemical Parks across India
for promoting the sustainable and globally competitive growth of the chemical
industry. The scheme was announced in the Union Budget 2026–27.
Highlights:
1.
BHAVYA Rasayan aims to establish three
dedicated Chemical Parks to strengthen India's chemical manufacturing
ecosystem through world-class industrial infrastructure.
2. Central
Financial Assistance
The Central Government will provide up to ₹1,000
crore per Chemical Park, subject to a minimum contribution of ₹500 crore
from the respective State Government.
3.
Each Chemical Park will provide plug-and-play
infrastructure, including:
i.
Common
Effluent Treatment Plant (CETP),
ii.
Treatment,
Storage and Disposal Facility (TSDF),
iii.
Water supply
and distribution systems,
iv.
Solvent
recovery and distillation facilities,
v.
Steam
generation and distribution network,
vi.
Interconnected
pipeline network,
vii.
Logistics
and warehousing facilities
4.
The scheme will strengthen the entire chemical
value chain, including upstream, downstream, and ancillary industries,
while improving resource efficiency and reducing logistics costs.
5.
Shared infrastructure will enhance cost
competitiveness, facilitate integration into Global Value Chains (GVCs),
promote exports, and encourage import substitution.
6.
The parks will support environment-friendly
industrial development through centralized pollution-control
infrastructure, hazardous waste management, and improved compliance with
environmental regulations.
7. The scheme
will support the production of chemicals and petrochemicals that serve key
downstream industries such as agriculture, textiles, pharmaceuticals,
nutraceuticals, construction, automobiles, and electronics.
